Free Lecture: Nuclear Governance for the 21st Century

ANSTO presents, as part of its Distinguished Lecture Series, Mr John Carlson, Consultant, former Director General, Australian Safeguards and Non-Proliferation Office, talking about: 'Nuclear Energy post Fukushima - Nuclear Governance for the 21st Century.'

This lecture will present an overview of the international nuclear governance architecture and current developments, and what a new international framework for nuclear governance might involve. Although the full lessons and implications of the Fukushima incident have yet to become clear, the reasons for countries taking up nuclear energy – concern over air pollution, energy security and climate change – will continue to apply. However, it is likely Fukushima will prompt a rethink on nuclear governance – the institutional arrangements for managing nuclear energy – and particularly the balance between national and international responsibilities.

Mr Carlson will talk about how changes to nuclear governance were already being discussed with respect to non-proliferation – how to ensure that an expansion of nuclear programs does not lead to increased risk of nuclear weapons proliferation. The current international architecture, with the 1970 Nuclear Non-Proliferation Treaty at its centre, has worked reasonably well. However, it needs further development, especially with respect to the spread of proliferation-sensitive technologies.

Mr Carlson will also discuss how President Obama, in his 2009 Prague speech, spoke of a new framework for international nuclear cooperation. Ideas are being developed around ways of internationalising the nuclear fuel cycle – providing energy security and fuel management through greater international cooperation – in place of national programs involving proliferation-sensitive technologies. President Obama also saw the urgent need to address the security of nuclear materials, initiating the Nuclear Security Summit process.
